On Thursday, 11.08.2022, the 205th Board meeting of the Noida Authority was held on Thursday in the meeting room located in Sector-6, the main administrative building of the Noida Authority, under the chairmanship of the Infrastructure and Industrial Development Commissioner, Uttar Pradesh, and Chairman, Noida Mr. Arvind Kumar. During that meeting, the Chief Executive Officer, Mrs. Ritu Maheshwari 

Noida, Mr. Surendra Singh Greater Noida, Mr. Arun Veer Singh - Yamuna Authority, and other members of the Board were present in the meeting. Following is a brief description of the crucial decisions taken in the board meeting.

1. Purpose of land rates for 2022-23 of diverse assets of the Authority!


The land rates of residential plots of E category sectors are Rs 41,250/-, a 20 percent increase in the A to D category sectors rate, and Rs 1,75,000/- per sq. m. has gone.



The rate of group housing has been increased by 20 percent, and the rate of residential buildings are same as before. Institutional category those are not joined to housing rates increased by 20 percent in industrial category Phase-I and II. 20% has been increased in phase 1, and 30 percent in phase 1, in phase-1 an increment of 20 percent was done by 30 percent in Phase-I. And commercial plot rates will remain the same.

2. The scheme brochure for allotment plots to industrial, institutional, I.T.0 / I.T.E.S., residential plots, and group housing departments.


In the 204th Board meeting of the Board of Authority, it was decided to allot Industrial and Institutional I.T.T.s / I.T.T.s through e-auction; in the present meeting, in compliance with this decision, the revised plan prospectus was presented.

The application process for allotment of land through e-auction, changes in the terms and conditions of payment of premium, etc., were included. After allotment to the allottees of residential plot / industrial/institutional I.T.E.T.E.S., a rebate of 2% was included in the scheme's prospectus if the total amount was deposited in one lump sum in the stipulated period.

Is. Provisions like D.D.A. have been included in the allotment process of residential plots. Partial modification has been done in the conditions of the pre-determined prospectus to make the proposed plan for group housing plot allocation suit the interests of builders and buyers, such as it will be mandatory for the consortium members to maintain 100% shareholding till they take occupancy, premium in case of plot allotment.

It will be mandatory to deposit all the amount payable under the head of one lump sum within 90 days from the date of allotment. It will be mandatory for the developer to open an escrow account. Sub-division and amalgamation of plots will not be allowed after allotment, and the allottee/developer will have to provide quarterly details of the amount to be deposited in the escrow account, the flat number allotted in the name of their buyers, to the Authority.

It will be mandatory. After the finalization of the plan brochure for the allotment of plots to industrial, institutional, I.T.0 / I.T.E.S., residential plots, and group housing departments, the plan for each land use will be published soon for allotment of plots.
 

3. Regarding providing additional six months of free time to all properties in view of the Kovid epidemic.

  • A 2.5 percent transfer fee was provided for the transfer of the residential plot between siblings. The ending, which is in the public interest, the transfer of residential plots will be made free of cost by involving brother-sister, brother-brother, and sister-sister in direct blood relations.
  • About the transfer of residential plots to brother-sister / brother-brother and sister-sister to be done free of cost, about the inclusion of brother-sister in direct blood relatives.

On the transfer of a residential plot between brothers and sisters, there was a 2.5 percent transfer fee. 4. Regarding OTS for the allotted buildup buildings from the Residential Building Department.

From 01.09.2022 to 30.11.2022, again for the allottees who were deprived of O.T.T.S. earlier for the buildings allotted under residential building schemes till the financial year 2016-17. The lease deed late fee will not be charged for getting leased done under OTS, and in cases where the allottee has not taken possession after the lease document, the penalty will be waived entirely off. Allottee will have to deposit a processing fee of Rs.5000/- and 5% of the total overdue.

5. Rescheduling of extension of time for building construction in case of non-construction on group housing and residential plot assets within the stipulated time.

Earlier, 04% of the allocation rate for the first year, 5,6,7,8,9 percent for the second to a sixth year respectively and 10% per annum from the seventh year to the tenth year and 25% per annum after ten years in exceptional circumstances.

There was a provision to take fine from Which is modified in the public interest, after the permissible period for construction on group housing and residential plots, 1% of the allocation rate for the first year, 2% to 10% of the allocation rate for the second year to the tenth year and 10% of the allocation rate after ten years.

Time extension fee will be charged as per % annual. With this provision, meaningful efforts were made for concession in the fee to be levied on the allottee for the extension of time.

6. Concerning the ownership scheme for the rural native population.

It has been decided to send a proposal to the government to prepare ownership records by surveying the rural native populated areas using the latest drone technology to implement the ownership scheme in the Noida Authority area through the District Magistrate.
Concerning the development of Nature Trail of Artificial Zoo Theme Park on about 25 acres of land by waste material under Mahamaya flyover and near Shahdara drain in Sector-94 through C.O.M.


Under efforts to make Noida city clean, pollution free, and attractive, under Mahamaya flyover in Sector-94 and West to Wonder Park near Shahdara Drain, COOM (Construction Operation and Maintenance) Basis on about 25 acres of land. But the " Nature Trail of Artificial Zoo" theme park will be developed. Various types of sculptures, 4D model animals, etc., will be installed in this park by recycling the waste lying in various warehouses of the Authority. A way has also been proposed for

7. Regarding allotment of petrol pumps, C.N.G. pumps, and e-charging pumps in various sectors of Noida through e-auction on a permission basis.

Because of the increasing population and urban development of Noida city, based on permission in Sector-47,50,69, 72,105,108,122,137, 143B, 155, 159, and 168, Petrol Pump C 0 N G 0 and E - Charging Pump E-Auction Through which the licensee will be able to operate air pump, vehicle pollution control room, toilet, and small cafeteria along with the above activity.
 

8. regarding allotment of commercially constructed in Biodiversity and Medicine Park Sector-91, Express View Park-Sector-93, and Shaheed Bhagat Singh Park Sector-150 on a permission basis.

Have been built by Noida Authority for the convenience of the people, which is also being liked by the general public. In the said parks, cafeteria restaurant, food plaza, etc., have also been constructed for the general public, which will be allotted on a permission basis through e-tender at the rate of Rs 1076/- per and 0 m for three years. 50% subsidy will be provided in the first year, 25% subsidy for the second year, and in the third year, the total amount will have to be deposited at Rs.1076/-.

9. The sale of shops and office space was built in the City Bus Terminal Sector-82.

Rs. 2,49,890 / - / 2,25,920 and the rate of Rs. 1,42,394 / - per 0 m has been reserved for the sale of shops built in City Bus Terminal Sector-82. Commercial space will be allotted to the commercial department through e-auction, and office space will be allotted to government departments at the reserve rate and others through e-auction.
 

10. Regarding depositing the amount payable in one lump sum against the purchasable F.A.R.0.

Provision was made in the previous board meeting to deposit all the amount payable in one lump sum within 30 days against purchasable F.A.R. In such cases, to make the payment difficulties practical, it will be permissible to deposit the lump sum amount payable with interest within 90 days against the purchasable F A 0 R 0 and the application of the purchasable F A 0 R 0. Along with this, a non-refundable application fee will be charged at Rs.05/- per meter.
 
11. Regarding setting up data centers on pre-allocated plots under an industrial category, in case of a letter of comfort from the government to allottees of the industrial category allotted before the date of implementation of UP Data Center Policy-2021.

Permission will be given to set up the project data center. For this, along with depositing an amount equal to the difference in the rates of industrial and I.T.0 / I.T.0 E.S. 0, allowable/purchasable for data center • F 0 A 0 R 0 maximum 3.0 + 1.0 And the difference between the permissible total F A 0 R 0 in the allotted initially industrial category will have to be paid to the allottee. This facility will be provided under the provisions of the building regulations.
 

12. Concerning the rent permission fee to be paid to the units on industrial plots.

The rent permission rates have been revised about 16 years after the year 2006. For rent permission for ten years, Rs 300 / - per and 0 m have been fixed in Phase-1, Rs 100 / - per and 0 m in Phase-2, and 200 / - per and 0 m in Phase-3. . Rent permission fee will be levied on the same area as the area is being given on rent by the allottee. Earlier, there was a provision to charge a fee on the entire area.

13. Regarding keeping retired Tehsildar skilled in revenue work in the Bhulekh department for a fixed period.

Efficient retirement of 04 Tehsildars will be taken for a fixed period (06 months) to remove the staff shortage for the planned development of 81 villages of the notified area of ?? Noida Authority and for timely disposal of the problems of the farmers. They will be selected based on the reputation and merits of the concerned during the service by issuing a notification.

14. Regarding grant of exemption from mandatory character certificate to government / semi-government departments in the tender of Authority.

There is a lot of difficulty in getting the character certificate by the government departments participating in the tender process. Therefore, the requirement of a character certificate for government and semi-government departments for the tender process was abolished.

15. Concerning the determination of slaughter and sea-growth charges for the development and construction of land transferred by Yamuna Authority to M/s J.P. Industries Ltd. in the Noida area.

Around 500 hectares of land in Sector-128, 129, 131, 133, 134, and 151, located in the Noida region by the Authority, has been given to Yamuna Authority for development and construction, which has been leased to J.P. Infratech Ltd. as per the provisions of the concession agreement. The period and fee for completion of development construction in these properties and the period and fee for the properties to be allotted in the future have been fixed, which is as follows.


• Under which, in the schemes being developed by M/s J.P., if the time limit is not fixed in the concession agreement, then there will be a time limit till December 31, 2025, in case the construction work is not completed in this period, the use of the plot As per the prevailing rate of residential, group housing, commercial, institutional, construction will be allowed with extension fee.
 
• According to the general policy, if the time has expired before 31.03.2022, then according to the decision taken by Yamuna Authority, no time extension fee will be charged till 31.03.2022, and the time extension fee will be calculated on 01.04. .2022 will be done. In cases where the time has not expired as per the prevailing policy of Noida from the date of sub-lease deed, in such a situation, permission will be given for construction after the expiry of time as per the prevailing system of Noida, after charging the time extension fee.


In such cases, the time will be given for construction and development till the year 2027 to be sold by J.P. If the works are not completed within this period. According to the use of the plot, time will be provided along with the extension fee as per the general policy in the property departments of the Authority.

For the above, the leaseholder will have to deposit the subleased in the concerned department of the Authority according to the use of the plot. In case of delay, the amount of the demand letter issued by the concerned department regarding the time extension fee will have to be deposited in favor of the Noida Authority. This arrangement will be equally effective on all sub-lease holders of residential, institutional, commercial, and group housing plots in Sectors 128, 129, 131, 133, 134, and 151 developed by J.P.

16. The facade lighting in the buildings on the Noida-Greater Expressway.

To make the Noida-Greater Noida Expressway more beautiful, it will be mandatory for all the allottees of all pre-existing categories facing the service road located on either side of the expressway to install facade lighting on a minimum 40 percent area on the front elevation of the buildings.

Also, the allottee can use the laser beam to determine the color of the lighting himself. The Authority will issue a letter to the allottees of the under-construction buildings constructed on this road for installing facade lights. Within four months from the issue of the letter from the Authority, the allottee will have to complete the work of facade light in his building and inform the Authority. Also, this condition of installing facade lights will be included in approving the maps of allottees to be allotted in the future on this expressway, and an occupancy certificate will be issued only after the work of the facade light.
 
• Regarding setting up Compressed Bio Gas Plant and Green Coal Plant to treat Municipal Solid Waste of Noida area.
In connection with the Compressed Bio Gas Plant and Green Coal Plant for the treatment of Municipal Solid Waste of Noida area, two organizations M/s N.T.P.C. 0 Vidyut Vyapar Nigam Ltd and M/s Indo Enyaro, have been empaneled. Pollution-free disposal of waste emitted in Noida Authority area by M/s N.T.P.C. Vidyut Vyapar Nigam Ltd. 600 metric tons per day mix waste will be disposed of in scientific method, producing terrified charcoal and by M/s Indo Environs. To dispose of 200 metric tonnes per day, bet waste will yield compressed biogas.

17. Regarding Noida Convention and Habitat Center Sector-94.

The tender for civil construction of the said project was allotted because of being the minimum tenderer of M/s Uttar Pradesh Rajkiya Nirman Nigam Limited. Due to non-interest and complaints of illegal sale of soil/sand from the site, it was decided to cancel the tender and get this work done again on the P.P.P. model.
